New York's Unfinished Budget

State lawmakers in New York are poised to adopt a $138 billion budget that would offer support for New York City schools but little hope of reforming the corrupt culture in Albany. There are enough flaws in this deal that legislators and Gov. Andrew Cuomo should take the time to get it right.
