The first executive budget of a new mayor sets the tone for an administration. In Bill de Blasio’s case, it’s the now-familiar one of happy optimism, where all the values are progressive, the conversations civil, spending rises freely, and whatever pain is so spread out and mixed in with the good news that you hardly know it’s there.
