It's been 60 years since 13 Topeka, Kan., families won their challenge of "separate but equal" schools in the U.S. Supreme Court. In Illinois the fight for education equality continues. The state finances education in a way that creates funding disparities for poor children and children of color. The complicated formula used to distribute money to school districts has resulted in a separate and unequal system where a child's ZIP code controls the amount of money available to fund his or her education. It is unfair and unconstitutional.
