Progressives’ call to “double Pell grants” is as wrongheaded as their plan to unilaterally transfer student loan debt to other Americans. Yet it has slowly gained credibility as a solution for college affordability. There’s a better way: Pell grants should be decoupled from tuition and refocused on covering the living costs of low-income college students.
