College Rankings Are Flawed—but City Journal’s New Alternative System Only Compounds the Problems

City Journal has unveiled a new college ranking system, presenting it as a corrective to the perceived failures of existing rankings. The need for a better ranking system is real. Traditional rankings often rely on blunt prestige metrics, reputational surveys, and financial inputs that track institutional status more faithfully than educational substance. But the weaknesses of existing rankings do not make every critique credible, nor every alternative rigorous. The relevant question is whether the methodology of the alternative meets the standards of academic seriousness it implicitly claims to uphold.

On the surface, City Journal’s approach looks serious. It relies heavily on publicly available data from familiar sources such as IPEDS and the Department of Education’s College Scorecard. It explains how raw variables are normalized using a standard min–max scaling formula and discloses the weighting system that aggregates scores across categories. In purely technical terms, the machinery is competent. Many mainstream rankings use similar techniques, sometimes with less transparency.

The trouble begins not with the math but with the conceptual structure the math is serving.

The first red flag lies in the construction of the comparison set. City Journal limits its analysis to 100 institutions described as “highly touted by other ranking systems, widely known to the American public, and/or of high regional importance.” This is not a defensible sampling frame. The criteria are vague, subjective, and dependent on the very rankings the project claims to challenge. The result is a curated list that cannot support general claims about higher education. At best, it can sort this small, selectively chosen group of already-prestigious institutions by a new set of criteria while leaving the rest of higher education unexamined.

Apparently aware of this limitation, City Journal includes a special page for a handful of “notable schools” that it likes, but which its methodology would not be able to rank. This makes it clear enough that the motivation behind the new ranking is ideological as opposed to a concern for a more rigorous methodology.  If you want to recommend some schools you like, that’s fine. It is misleading, however, to present yourself as doing so with academic rigor.  

More serious, however, is the nature of the variables themselves. Alongside conventional measures, the ranking introduces “original measures” such as the ideological balance of student political organizations and the partisan makeup of faculty campaign contributions. These are not neutral indicators of educational quality. They are normative judgments translated into numbers.

There is no serious scholarly consensus that ideological symmetry among student organizations produces better learning. Faculty political donations are a particularly weak proxy for pedagogy or classroom climate. They vary systematically by discipline, career stage, and institutional governance, and they tell us almost nothing about how faculty teach, how students learn, or what intellectual standards prevail. Encoding such measures as indicators of institutional excellence is not an empirical evaluation. It is an ideological inference.

That inference is reinforced by another methodological choice: every variable is coded so that higher values always indicate better performance. Serious research rarely works this way. Many educational variables involve tradeoffs, thresholds, or diminishing returns. Some relationships are nonlinear; others are genuinely ambiguous. Forcing all dimensions of campus life into a “more is better” framework simplifies reality at the cost of distortion. This is not a neutral technical decision. It embeds values at the coding stage.

The weighting scheme deepens the problem. City Journal assigns different point caps to different categories on the grounds that “not every dimension of campus life matters equally.” That premise is defensible in principle, but the execution here is not. Nowhere are these weightings defended with reference to an articulated theory of education. Why should ideological pluralism count for five percent rather than ten? Why should return on investment command twelve and a half percent? What educational philosophy assigns these ratios?

In scholarly work, weighting decisions must be justified, stress-tested, or at least acknowledged as contestable. Here, they are simply asserted. The result is not a discovery but a projection.

The scoring outcomes make this projection unmistakable. The highest-ranked institution in the system, the University of Florida, receives a score of 71.78 out of 100 and a rating of four out of five stars. The lowest-ranked school, Vassar College, receives a score of 26.86. These numbers are revealing. They imply that even the “best” American institutions are only marginally successful by the ranking’s lights, while a highly selective, academically serious liberal arts college is near the floor.

This raises an obvious question: what does excellence look like on this scale? The methodology never says. A ranking in which no institution approaches full marks is making a powerful normative claim—that American higher education is broadly deficient. If that is the conclusion, it requires a serious argument. Instead, the claim is quietly encoded into scale design.

The star system compounds the confusion. A five-star scale layered onto a 0–100 point system adds rhetorical punch without analytical clarity. Four stars normally signal excellence. Here, they correspond to a modest score of 71.78. The mapping is unexplained. The visual language suggests judgment; the underlying numbers offer no coherent interpretation.

Taken together, the distribution of scores confirms what the choice of variables already suggested. This ranking is not primarily interested in measuring educational quality. It is interested in disciplining institutions according to a particular conception of political and cultural virtue, even as it perpetuates the careerism that is smuggled in via the sample selection. That conception may be sincerely held, but it is not disguised successfully as a neutral evaluation.

Most tellingly, the methodology never articulates a theory of what a university is for. It aggregates financial outcomes, speech policies, ideological distributions, and student-life measures, but it says almost nothing about intellectual formation, disciplinary rigor, curricular coherence, or standards of evaluation. Education as such barely appears. What matters instead are politics, policy compliance, and economic return.

In this respect, the City Journal ranking mirrors the very rankings it criticizes. Where mainstream rankings flatten education into money and prestige, this ranking flattens it into ideology and administrative practice. In both cases, the educational core is lost.

None of this means the ranking is useless. It does mean it should be read honestly. It is not a scholarly assessment of institutional quality. It is an ideological counter-ranking, designed to signal approval and disapproval in a culture-war register. Its numerical severity and compressed star ratings are not features of rigor; they are tools of rhetoric.

What college rankings ultimately measure is not colleges. They measure the values of those who design them. In this case, the values are clear. The mistake is pretending they amount to educational science. We should read it for what it is: not a scholarly corrective to existing rankings, but a polemical intervention dressed in statistical clothing.
